The Commission on Audit (COA) has launched an investigation on the flood control projects in Bulacan on August 12, following multiple reports on irregularities and fraud allegations.
COA Chairperson Gamaliel A. Cordoba issued a directive memorandum on the day of launching to the Department of Public Works and Highways (DPWH) in COA Regional Office III.
According to Cordoba, a nationwide Flood Control Project was implemented with a P548 billion budget from July 1, 2022 to May 30,2025, citing the Sumbungan sa Pangulo website.
Cordoba said that of these projects, Region 3 topped with P98 billion together with Bulacan Province with P44 billion (45%).
On July 28, 2025, during the Presidential State of the Nation Address (SONA), President Ferdinand R. Marcos Jr. ordered a full-blown investigation on corruption in flood control projects as many parts remained unfinished.
Malacañang received a total of 1,148 reports along with 823 feedback through the Sumbungan sa Pangulo website from August 11 to 13.
“Given the critical issues raised by President Ferdinand R. Marcos, Jr. regarding the implementation of these projects, particularly in the Province of Bulacan, a fraud audit is an immediate and unequivocal necessity,” Cordoba stated.
Cordoba ordered the office to submit the documents needed for the conduct of the audit and ensure availability to assist the fraud audit team.
