“Bakit parang nagkaroon ka ng selective amnesia, Mr. Discaya?”
Batangas 2nd District Representative Gerville Luistro raised questions to Discaya of why he named lawmakers who got kickbacks on flood control projects in the current administration but none in the past administration.
This was discussed at the meeting of the House of Representatives amid the still ongoing discussion on flood control projects on Wednesday, September 10.
Rep. Luistro struck Discaya with questions as to why he only mentioned lawmakers who purportedly made kickback requests in Marcos Jr.’s administration, excluding Duterte's administration.
“Would you have us believe that there are people making [kickback] requests under the current administration but none did during the past one?” Luistro tells Discaya.
Discaya replies after, saying there are also legislators who’ve requested kickbacks in the past administration but were not as strict as now.
“Your Honor, mayroon din naman may nanghihingi po. Hindi ganoon kahigpit po," Discaya said.
Luistro asks again why he didn't include the names of those who requested the kickbacks, citing he might be having ‘selective amnesia.’
"Bakit hindi mo sinama roon sa affidavit mo?" Rep. Luistro asks.
"Bakit parang nagkaroon ka ng selective amnesia, Mr. Discaya?" Rep. Luistro added.
“Your affidavit is full of inconsistencies and lies,” Luistro reiterated.
“It seems he totally forgot already about the people who might have asked for the same requirement as well during the past administration when he ranked number one with regard to the biggest awarded contract among the contractors in the entire country,” Luistro added.
The issue of flood control projects is still a tense topic, as the Discayas dropped names of the ones who allegedly demanded kickbacks of up to 25 percent.
The mentioned solons later denied the allegation, saying they are ‘false and malicious.’
This prompted President Bongbong Marcos Jr. to halt funding allocation on flood control projects in the proposed 2026 national budget.
